Minutes of Meeting held on 7th September 2010

Minutes of meeting held on 3rd August

 

The minutes were accepted as an accurate record.

Matters Arising

Village Hall Lease

The cheque for a donation of £918 has been paid to the Village Hall Committee.

 

Declaration of Interest

Cllr. M. Turnbull declared an interest in Item 8 relating to the Planning Application for Sun House, Church Lane, Skeffling.

 

Parish Plan

It was decided that as most relevant items the Steering Group had highlighted in the Parish Plan are now being dealt with by the Regeneration Committee there was no need for the Parish Plan to be on the monthly agenda.  Any decisions the Regeneration Committee make will be reported back to Skeffling Parish Council.

 

Flood Defences

A letter has been received from Claire Glavina of the environment Agency regarding flood prevention measures.  Cllr. M. Turnbull will contact her as agreed to discuss this.  He will also speak to Nicholas Ward of the Environment Agency regarding maintenance of the penstock.

 

Street Lighting

A letter has been received from npower saying our account with them is in default.  This matter has   been   ongoing   for  5  years   with  no   satisfactory  outcome.      Cllr.  M.  Turnbull   and

Cllr. J. F. Robinson have both spoken to npower regarding the large bills received, but have been unable to resolve the problem.  A letter the Council wrote to npower on 25th  August  2007  was not acknowledged or replied to.  It was agreed that the Clerk write to npower outlining the problems in an effort to reach a satisfactory conclusion.  It was also agreed that the Council are quite willing to pay a reasonable amount for the electricity, but feel very strongly that the administration charges being imposed are extremely high.

 

Correspondence

Out Newton Road will be closed from 16th September for 12 days to facilitate carriageway patching and overlay/inlay works.  The road will be closed to all traffic, however access will remain open for residents, emergency services and pedestrians.

 

Cllr.  M.  Turnbull  left  the  meeting  before  the  following  item,  and  the  chair  was taken by

Cllr.  R.  Newsam.

 

Planning Application - Sun House, Chapel Lane, Skeffling

The plans were inspected and it was agreed they be passed without any objections.  As there were insufficient councillors present to create a quorum no vote could take place although those present were in agreement.  An extraordinary meeting will be called to make the final decision.

 

It was also agreed the comments on the Planning Application would read:- We feel the design is appropriate and in keeping with surrounding properties in the vicinity.  It is encouraging to see someone with the foresight to have renewable energy incorporated into the build.

Minutes of Extraordinary Meeting held on 8th September 2010

The Extraordinary Meeting was held at 6 Burstall Villas commencing at 5.30pm on 8th September 2010.

 

Planning Application - Sun House, Chapel Lane, Skeffling

This item was discussed at the Council Meeting held on 7th September 2010 but as there were insufficient councillors present to create a quorum no decision on the Planning Application could be voted on.

 

Following further inspection of the plans it was proposed they be accepted without any objections.

Vote:  carried unanimously
