Minutes of meeting held on 6th August 2002


The minutes of the meeting were agreed as being an accurate account.

Matters Arising

Benches donated by Mr. Holden

It was agreed that the second bench be placed on the corner of Main Road and Chapel Lane. Cllr. J. F. Robinson will contact Mike Peeke of the Highways Department for permission to site the bench.


Listed Building Status

Cllr. S. Rollinson asked whether anything had been done to find out about the listed status of buildings in the area.  This to be further investigated.


Litter Bins

Cllr. J. F. Robinson  said that two litter bins will be sited on the bank top on the 4th September. A bench will also be put in place.  A double hedge will be planted around the pumping station to stop intruders, but they will not be fencing the area as previously thought.


Yorkshire Water

Brief notes of the meeting on 29th August between Cllr. M. Turnbull, Cllr. J. F. Robinson and Yorkshire Water are attached.  The Council is currently waiting for Yorkshire Water to put their final decisions in writing.


Sale of Land

A letter has been received from John Clegg of Clegg & Son outlining the compensation that Yorkshire Water are prepared to offer.  This is as follows:


1. With regard to the Parish Council land to be enclosed within the new treatment works site, this area to be purchased by Yorkshire Water Services Limited at a price of £2,000 (Two Thousand Pounds).


2. The area of land required to form a new vehicular access to be taken on the basis of a non terminable licence, to be effective whilst the treatment works site is used for operational purposes, with an annual acknowledgement of £300 (Three Hundred Pounds) per annum, subject to five yearly reviews based on the retail price index.  Yorkshire Water Services Limited will be responsible for the maintenance of this area whilst the licence is in force.


3. The temporary working area to be taken on licence for a period of 26 weeks with a lump sum acknowledgement of £1,300 (One thousand Three Hundred Pounds).  Should the land be required beyond the 26 week period, then the license to continue on a weekly basis on an acknowledgement of £50 per week. It is intended that the working area will be stripped and stoned and will be reinstated to the Council's reasonable satisfaction upon completion.


4. Yorkshire Water Services to be responsible for the payment of our fees and the Council's reasonable legal costs.


After a lengthy discussion it was proposed that the offer from Yorkshire Water for the sale of the land be accepted.

Mr. Clegg will be informed of this decision when Yorkshire Water have presented the Council with an acceptable offer of sewerage and piping work to be done in Village.


Racial Equality Policy

The clerk was instructed to draw up a draft Policy for approval by the Council.
