Declaration of Interest

Cllr. R. Newsam declared an interest in Item 5 – Planning Application for erection of a single wind turbine at Southfield Farm, Out Newton Road.

Precept

Following a discussion It was decided not to pursue any new projects in the financial year 2011/2012 owing to the current financial climate.  The precept will be decided at the November meeting. A cheque for £14.57p. was raised for Mr. Brian Meadley.  This money was interest payments for the years 2010 and 2011 which should have been added to the Wayleave payment of £150.

Planning Application – No. DC/11/04051/STPLF/STRAT PP-01592260

Cllr. R. Newsam did not take part in the discussion.  After a long discussion it was decided that the Council could not make a decision on this Planning Application as the proximity of the site to Easington Parish suggests this should be a joint decision of the two Councils.  It was agreed to put the following words on our reply to East Riding of Yorkshire Council.

“This Planning application is very complex and we do not feel able to make a decision on our own, and this should be deferred until Skeffling Parish Council has liaised with Easington Parish Council.”

BT Wind Farm

Mr. Bob Swainson of BT has spoken to the Parish Clerk regarding the proposed planning application .  This is likely to be presented to East Riding of Yorkshire Council by the end of October, and Mr. Swainson will write a report updating the Council on progress.  This should arrive in time for the next Council meeting on 1st November 2011.

Correspondence

A letter has been received from Children and Family Action requesting information on young people in the village.  It was agreed the clerk will write back explaining we do not have many young people in the village, and the proposed project would not be relevant.

A letter has been received from East Riding of Yorkshire Council regarding their review of Polling Districts, Polling Places and Polling Stations.  It was agreed the clerk reply stating that we are quite happy with the current arrangements for East Riding of Yorkshire Council to use Skeffling Village Hall for Polling purposes.
