Cllr. R. Newsam has taken delivery of the notice board.
Cllr. P. Payne presented the Council with all the information he has on the Parish Plan to date. The object of the Parish Plan is to improve the quality of life for the residents of Skeffling. A notice will be send to every household in the Parish informing them of the Parish Plan, and the date and time of a Public Meeting to be held early in the new year.
The Environment Agency have agreed to clean out the dyke behind Stothard's Yard. They have already cleaned the clough. They have intimated that they might repair the sluice gate and make sure it is in good working order.
Declaration of Interest
There were no declarations of interest.
A bill for £358.38p. has been received from the Audit Commission for the Annual Audit 2006/2007. This was excessive because of the three grants for the wind turbine. The clerk has written to explain that the grants are not part of our normal annual income and asking the Audit Commission to reconsider their bill. Until their reply is received it was decided not to set the Precept. If they refuse to reduce the bill it means the Precept for 2008/2009 will have to reflect the Audit bill.
A meeting has been arranged for the 15th November with Andy McLachlan of Yorkshire Water, Mike Ball and Gerry Frisbee of East Riding Council. Mike Wilkin has also been invited as our drainage contractor. The meeting is to discuss the flooding in June, and the possible causes. It is hoped a solution can be found to stop future flooding.
Cllr. J. F. Robinson has priced bulk purchasing sandbags. He has arranged a joint purchase with Welwick and Hompton Parish Councils to maximise the bulk purchasing price. East Riding of Yorkshire quoted empty sandbags at 50p. each. Cllr. J. F. Robinson found a supplier who charged 11p. per bag. The cost to Skeffling Parish Council for 400 bags will be approximately £50. It was agreed that this would be a sensible purchase in the event of more flooding. During the last floods East Riding Council did not have sufficient bags to supply everyone, and it was felt that we should make provision to equip ourselves should a similar situation occur.
Letter from Mr. Sam Gray
A letter has been received from Mr. Gray regarding the dyke at the back of his property. He asks if the Council can do something about the problem. Unfortunately, it is not the responsibility of the Parish Council, it is the responsibility of the resident of the property to clean and maintain the dyke. Cllr. J. F. Robinson and Cllr. J. Sizer did clean the dykes some years ago and warned that the problem would re-occur. Cllr. M. Turnbull will see Mr. Gray about the problem.
Bingley Hill Chevrons
Cllr. J. F. Robinson asked Mike Peeke of the Highways Department to put chevrons at Bingley Hill following a serious accident earlier in the year. These are now in place. It was agreed to write to Mike Peeke thanking him for the chevrons, and for the work he did cleaning out the dyke and taking away all the grass cuttings and debris from outside Fairlight, Main Road.
The only correspondence were items to be read and noted for information by the Councillors. A new folder was started.
Mrs. Meadley asked about the £5,000 offered by East Riding Council following the flooding. Cllr. M. Turnbull said that the money could not be given to individual residents, and Councillors will be discussing what projects would benefit Skeffling.
