Minutes of Meeting held on 4th November 2003

Election of Vice-Chairman

Cllr. M. Turnbull reported the sad death of Cllr. M. Hall.  He paid tribute to him and the work he had done for the Council for many years.  The Councillors all said that his unexpected death was a sad loss, and he would be missed. It was then proposed that the post of Vice-chairman be filled by Cllr. S. Rollinson.

Seconded:  Cllr. J. F. Robinson

Vote:  Carried unanimously

 

Minutes of meeting held on 7th October 2003

 

The minutes of the meeting were agreed as being an accurate account.

Matters Arising

Village Hall

We might not have to apply for Building Regulations as we are not altering the structure of the building.  However, the Planning Department would like detailed plans of the work to be carried out.

 

Printer and Monitor

It was agreed at the last meeting that the clerk investigate prices of second hand monitors and printers.  The best price was £95 for each item with a six month guarantee.  Payment was authorised for a printer and monitor for the parish clerk in the sum of £190.

Land Registration

The paperwork has been sent to the Land Registry by Mr. Meadley's ex solicitor. We are now awaiting the result.

 

Appointment of New Signatory

It was proposed that Cllr. J. F. Robinson be appointed the third signatory to replace Cllr. M. Hall.

Wayleave Payment - Yorkshire Electric

The council's copy of the Lease has been received from Yorkshire electric.  The back dated payment of £131.74 is due on 1st December 2003, with future annual payments of £16.52 due from 1st December 2004.

 

Parish Remuneration Draft Report

It was agreed to accept the Parish Remuneration Scheme as it stands.

Any Other Business

Cllr. J. F. Robinson has spoken to British Telecom regarding the Wayleave payment and it seems sensible to accept a one-off payment.  This will be discussed with BT next year.

 

There have been complaints about the Graydons three dogs again.  They are being allowed to run in the road without any supervision.  This is causing a lot of concern to residents as the dogs are aggressive and out of control.  It was also reported to the Council that one of the dogs has killed chickens at a nearby farm. The Graydons have been approached about this but refused to discuss the matter.  There is also the problem of rubbish being left out prior to collection day. The rubbish pile in the back garden has not been removed and is growing and includes household goods such as a freezer.  This is encouraging rats.  The clerk was instructed to write to the Housing Department telling them of these problems and stressing that they are being a nuisance to all the neighbours in the street. The dogs, in particular, are a hazard and dangerous.  It was decided that a copy of the letter be sent to the environment health department.

 

There have been complaints about holes and ruts being left on the pathway along Main Road following work by Murphy's, which, in places, are dangerous.  The Chairman will speak to Kevin Brockman and ask him to make good as soon as possible.
