Minutes of meeting held on 7th April 2009

Matters Arising
Litter in the Village
Cllr. J. F. Robinson reminded everyone that if they do pick up any litter to be careful, and to be aware there could be glass or needles on the ground.
Declaration of Interest
There were no declaration of interests.
Annual Audit
The figures for the Annual Audit 2008/2009 were put before the council and discussed. They were agreed to be an accurate account of the Council's expenditure during the past year.

Finances
i) Yorkshire Water.
In accordance with the agreement with Yorkshire Water this is the fifth year and, therefore, the annual rental is due to be increased in line with the Retail Price Index. Cllr. J. F. Robinson worked out the amount of increase to be charged from January 2004 to January 2009. This amounted to £44.24, which will be added to the annual rental of £300. It was agreed that an invoice for £344.24 be sent to Yorkshire Water for payment in June 2009.
ii) Wayleave payment to Mr. Meadley
A cheque for £150 was raised to cover the annual Wayleave payment to Mr. Meadley.
iii) Clerk's salary and expenses
A cheque for £128.29 was raised to cover the clerk's annual salary of £120 and expenses to cover postage and stationery for the year which amounted to £8.29.
In addition to the items on the Agenda a cheque to Zurich Insurance plc in the sum of £473.33 was raised to cover the annual premium.
Cheques to reimburse Cllr. J. F. Robinson for buying new seats for the swings in the play area were raised. £11.99 was to cover postage, and £100.81 was for the swing seats. A further cheque to B & S Chains was raised in the sum of £45.49. This was to cover the additional cost of the original swing seats being upgraded.
All the above cheques were raised and signed at the meeting.
Woodland Project
An application has been made in the Withernsea area to buy 10/15 acres of land to plant woodland. If agreeable each parish in the area will be a member of the trust. The project will cost approximately £250,000 and will be subject to obtaining grants. A Trustee from each council would be on the Management Committee.
These plans are in the initial stages, and there is a long way to go before the project comes to fruition.
It was generally agreed by the Council that the idea of the project was good, but more facts were needed before committing fully.
Environment Agency Workshop
Phillip Wynn and Andrew Barron are holding a Workshop in Skeffling Village Hall on Wednesday, 13th May at 6.30pm. This is to give residents a chance to discuss the problems experienced during the flooding of 2007 and express their views on what should be done to alleviate flooding in the future.
Parish Plan
The Steering Group will be contacted to see if any progress can be made on the Action Points in the Parish Plan.
Flood Defences
Cllr. M. Turnbull is still chasing Andrew Barron for a written reply to our letter asking for confirmation that the sluice gate will be maintained on a maintenance contract. This will make sure the sluice gate is fully workable at all times.
Cllr J. F. Robinson has contacted Rachel Walker of Yorkshire Water regarding the remedial work to the filtration plant. She assured him the items needed are on order and the necessary work is in hand. Yorkshire Water will also secure the site and make the whole area safe.
Correspondence
Most of the items were put into the folder for 'information only'. A poster relating to the Environment Agency Workshop has been put into the notice board and displayed in the Post Office.
A pamphlet on playground equipment was circulated and it was agreed that the Play Area be put on the agenda for next month.
Public Speaking
Cllr. M. Turnbull said that Mr. Doug Mussell has some green paint for the container, and wondered if the Council would like to make an offer for the paint.
The meeting closed at 8.30pm.
