Minutes of meeting held on 2nd March 2010


The minutes were accepted as an accurate record.

Matters Arising

The Clerk will write to Mr. Philip Wynn of the Environment Agency asking for all appropriate telephone numbers needed in an emergency.  The incident which happened in February during the highest tide of the year could happen again and we need to have the necessary contact numbers.


Declaration of Interest

There were no Declarations of Interest.


Planning Permission - Windy Nook

After a long discussion with Mr. D. Mussell of Windy Nook, Cllr. M. Turnbull proposed: "that as the planning application conforms with all health and safety regulations and poses no threat to members of the public or property it be passed.  If the aerial does fall, it will be within the boundaries of the property".

Seconded:  Cllr. S. Rollinson

Vote:  carried unanimously


Headwall and Dykes

The two headwalls of the culverts near the Skeffling sign at Laurel Corner have collapsed and fallen into the dyke.  This has been reported and we are waiting to hear what action is to be taken.



Three benches are planned for Skeffling.  A 'contemplation seat' in memory of Paul Swann is to be sited outside the Village Hall. A large plank of Canadian Pine has been donated.  This will be made into a bench and sited near the bus stop in Chapel Lane.  Checks will be done to make sure it does not impede drivers line of sight when turning into Main Road. The third bench will be sited at the Church to replace the white one.

Cllr. M. Turnbull proposed: " that all three benches be made and put in place this year".

BT - Wind Turbine

The application for the 5 wind turbines in Out Newton Road has been applied for. We are awaiting the planning  application.


Woodland Regeneration Plans

No suitable land can be found in the Withernsea area for this project to go ahead. As a result the promised funding has been withdrawn by East Riding of Yorkshire Council.  Therefore, the proposed plans for the woodland cannot proceed further.


Parish Plan

Cllr. M. Turnbull said that all the villages in the area have similar problems.  These problems will be discussed by the Regeneration Group.  The 10 most important problems will then be put to East Riding of Yorkshire Council who will then compile a complete list.  East Riding of Yorkshire Council have collated all the data from the Parish Plans in the area and intend to sell the information to interested parties.  Cllr. P. Payne will write to Andrew Chudley regarding East Riding of Yorkshire Council  plans for Skeffling's footpaths, bridleways, etc.  This will include plans for signage.


Flood Defences

The clerk will write to Philip Wynn of the Environment Agency asking for an up to date list of emergency phone numbers following the incident  on 26th February. The Council must be able to contact the relevant people to avert any future flooding.


Annual Audit  and Finance

Cllr. M. Turnbull proposed  that the Annual Audit  was a true and accurate record of the Council's transactions for the year 2009/2010.

Vote:  carried unanimously


Cheques were raised for:  R. Newsam Electrics in the sum of £58.75 for work to the electric light on the crossroads.  Mr. Brian Meadley in the sum of £150 being wayleave payment.

Mrs. Toni Cornford in the sum of £350 which includes the increase in salary and expenses for the year.



There were no new items.
