Minutes of Meeting held on 2nd March 2010

Minutes of meeting held on 2nd February 2010

 

Under  the  item  Parking  outside  the  Village  Hall,  the  vote  was  seconded by

Cllr. J. F. Robinson, not Cllr. S. Robinson.

With this addition the minutes were accepted as accurate.

Matters Arising

Parking Outside Village Hall

This matter will be discussed at the next meeting of the Village Hall committee. Arrangements for the signage will then be made.

 

Winsett's Road

Cllr. M. Turnbull is still waiting for the decision.

 

Microgeneration Award

It was decided the Award should be on view and it will be decide how this will be done at a later date.

 

Declaration of Interest

There were no Declarations of Interest.

 

Emergency Planning

The Steering Group met on Monday, 8th February.  The members remain the same with the addition of Mrs. Chris Brooke.  Cllr. M. Turnbull also attended the meeting.

 

The Group went through the Parish Plan and identified points on which action can be taken. These will be ratified by the Council.

 

On the Parish Plan the children wanted a seesaw.  It was decided a detailed drawing be made. The fencing needs repairing.  The container is to be cladded and goalposts painted on one side. These projects have been delayed due to the bad winter weather, but will be completed as soon as possible.

 

The Emergency Plan was passed to the Steering Group who will take it forward. They will also look into footpaths and bridleways.  East Riding of Yorkshire Council say that by the end of 2010 they will put new signage on all pathways and bridleways  Cllr. P. Payne would like the Council's permission to write to East Riding of  Yorkshire  Council  to  find  out  what  plans they have for signage in Skeffling.  Gaz Watts and Cllr. Peter Payne will walk the footpaths to see what needs doing to improve footpaths and bridleways.  Gaz Watts will take photos where necessary.

Cllr. P. Payne asked if the Council would agree this work.

Flood Defences

This item to be referred to the next Council meeting when Cllr. M. Turnbull will be present with an update.

 

On  the  26th  of  February  2010,  after  excessive  rainfall  and snow melt, Cllrs M. Turnbull and

J. F. Robinson went to assess the level of water in the 'Soak Dyke' which feeds the pumps.  They found the level to be well above the automatic switch on point and rising.  No pumps were operating.  Soon afterwards Mr Charles Hill arrived and rang the appropriate number for assistance to get the pumps turned on.

 

Unfortunately, nobody was manning the phone. A situation the Skeffling Parish Council cannot allow to prevail.  Mr Hill then called Mr P. Winn, head of the Environment Agency for our area. Fortunately he had his home number.  He took great pleasure in verbally berating Mr Winn over the situation before entrusting him to get the pumps switched on.

 

The Skeffling Parish Council would like to have ALL the appropriate numbers in case this situation re-occurs, and a letter will be written to the Environment Agency outlining the event and requesting a reply as to what had gone wrong. This letter should state that the pumps should have been switched on prior to the automatic switch on point as Skeffling Parish Council feel the Environment Agency should have been aware of the pending situation and therefore taken pre-emptive measures.

 

Correspondence

A new template for Councillors Register of Interest to be used when current ones are updated.
