Minutes of Meeting held on 6th March 2012

Minutes of meeting held on 7th February 2012

The minutes were accepted as an accurate record.

Matters Arising

Stothard's dyke is flowing properly after being cleaned out by Cllr. J. F. Robinson.


Declaration of Interest

Cllr. R. Newsam declared an interest in the items:  BT Planning Application and the Amended Planning Application for Cattle Holderness Limited.


BT Planning Application

Cllr. R. Newsam did not take part in the discussion or the vote on this item.


Cllr. P. Payne proposed that a vote be taken on the BT Application.

Vote:  For the application: 0

         Against the application:  5


Cllr. M. Turnbull proposed that following the Council's vote against the BT Planning Application it be refused on the following grounds:-


1.  There are already 7 wind turbines in Out Newton which is the figure the Ombudsman stated at the last wind turbine development be the maximum allowed in the area.  That planning application had initially proposed 20 wind turbines.

2.  Devaluation of property owing to the close proximity to the wind turbines.

3.  Over-industrialisation of the rural area.

4.  We feel a viable alternative is for BT to invest in 5 of the wind turbines planned offshore along our coast line.

5.  Enough is enough.

Vote:  carried unanimously


Cattle Holderness Planning Application

Cllr. R. Newsam did not take part in the discussion or the vote on this item.


After a discussion of the amended plans the vote was as follows:-

Proposed:   Cllr. M. Turnbull

Seconded:  Cllr. P. Payne

Vote:  For: 2

         Against: 3


The amended application is, therefore, refused.  The Council's views have not changed since the original application.


Flood Defences

Cllr. M. Turnbull is having a meeting with Keith Crawford of the Environment Agency on Monday at 2pm at the Humber Bank.  This is to resolve the problems with the penstock and future maintenance.



A letter has been received from East Riding Coastal Change Pathfinder (ERCCP) Small Grants Fund.  Jennifer Kippax, the Coastal Officer, has asked to meet the Council to give a presentation of the Small Grants Fund.  It was agreed she be asked to the April meeting along with Jeremy Pickles, Senior Sustainable Communities and Coast Officer.  The clerk will arrange the details.
