Matters Arising

Grass and Verges

A reply to our letter has been received from Mr. Ward of Frank Hill & Sons.  In the Council's opinion his claims to have cleared up after the sale at Old Hall Farm fell far short of the truth. The clerk was instructed to write to Mr Mike Peeke to ask if the Highways Department can repair the damage done to the grass and verges.

Speed Signs

These will be normal speed signs for a B class road.  The speed limit is to take effect from 1st February 2002, even though the signs are not yet in position.

Manorial Court Deed

After making enquiries Cllr. J. F. Robinson told the Council the Deed can be printed on very heavy paper with non UV ink for which the charge will be £21 each.  This was felt to be rather excessive.  Further enquiries are being made to find a cheaper method of printing.

Land Agent

It was agreed that Mr John Clegg of Howden be appointed Land Agent to deal with the purchase by Yorkshire Water of Parish land for the filtration plant.

Proposed:   Cllr. M. Turnbull

Seconded:  Cllr. J. F. Robinson

Vote:  Carried unanimously

Yorkshire Water

At the meeting with Steve Pace of Yorkshire Water it was suggested that necessary pipework to Chapel Lane be done at the same time as that to Church Road.  There was a dispute about out fall 2 which Yorkshire Water deny the existence of.  They promised to check through their records.  They have now stated that their plans to by pass cesspits will not take place.  That only clean water will go into the system and the solids will stay in the cesspits.  Steve Paces' only responsibility is to install the filtration plant and get it up and running by 2003.  The drainage and sewage is the responsibility of another department of which Andy Maclachlan is in charge.

Code of Conduct

After discussion the Clerk was instructed to check with Alan Barker the cost of a composite Public Notice.  Cllr. P. Payne was elected the delegate to attend the ERNLLCA meeting on 19th April at which the Code of Conduct will be discussed with Paul Hoey, Head of Policy and Guidance at the Standards Board for England. Cllrs. M. Hall and S. Rollinson have been put on the waiting list should there be vacancies.

Any Other Business

Mr. S. Turnbull has been allowing his dog to foul the road again.  It was agreed that photographs be taken as evidence as he has had three warnings, both verbally and in writing.  A prosecution would then follow.

Travel Expenses

Cllrs P. Payne and J. F. Robinson presented their expenses for the trip to Sedbusk in the sum of £105.  A cheque was raised for this amount.

Proposed:   Cllr. M. Turnbull

Seconded:  Cllr. M. Hall

Vote:  Carried unanimously

The meeting closed at 8.50 p.m.

Date of next meeting:  2nd April 2002
