Minutes of Meeting held on 1st June 2010

Minutes of meeting held on 4th May 2010

 

The minutes were accepted as an accurate record with the following amendments:-

 

Woodland Regeneration Plans

The second sentence was amended to:-  As a result the promised funding has been withdrawn by all parties.

 

Parish Plan

The word 'sell' was amended to 'offer'.

Matters Arising

Headwall and Dykes

Cllr. J. F. Robinson has contacted Mike Peeke of Highways regarding the headwall and dykes.

The work has now been completed.  The clerk will write to Mike Peeke thanking him and his department for doing a good job.

 

Annual Audit

The Annual Audit for 2009/2010 has been passed by the Audit Commission.  They have asked that the Significant Variations be completed in a different format next year.

 

Aerial  - 7 West View, Skeffling

The Planning Inspectorate has dismissed the appeal on the above planning application.

 

Declaration of Interest

There were no Declarations of Interest.

 

Planning Permission - The Piggeries, Winsett's Road (10/01770/CLE)

Planning applications have been received for the siting of 2 residential caravans at The Piggeries. Because of the many problems associated at the Piggeries in the past Cllr. M. Turnbull suggested we look into the documents regarding the use of a caravan on the site.  This caravan was used on a temporary basis during farrowing.  There are no facilities or sewerage in the caravan or on the site.

Cllr. M. Turnbull will contact Anthony Devey to ask for an extension on the planning decision because of the Council's concern regarding the siting of permanent caravans.  The Council will look into the matter more thoroughly as there is a long history of trouble at the Piggeries.  The people who have lived in the caravans in the past have brought crime to the village and encouraged undesirables.

 

Parish Plan

Cllr. M. Turnbull and Cllr. P. Payne will be attending a regeneration meeting on 22nd June  during which the top 10 topics raised by the Parish Plan will be decided. Cllr. P. Payne has written a letter to Mr. Chundley regarding the footpaths, bridleways and byways in the Parish.  This will be sent shortly.

 

Winsett's Track

A letter  has  been  received  from  the  Planning Inspectorate regarding alterations to the track.

Any objections to the inspector's proposed modifications must be submitted between 10 June 2010 and 8 July 2010.  Any objections made outside these dates will not be 'duly made'.   We should receive the decision by the end of July unless anyone objects.

 

First Aid Course

There wasn't a very good response for people wishing to take the First Aid Course.

Cllr. M. Turnbull suggested asking people from other villages to try to increase the numbers. Skeffling Parish Council will help with the costs if necessary.

 

Flood Defences

Nicholas Ward of the Environment Agency has received our letter and discussed the matter with Cllr. J. F. Robinson.  He will be replying by letter in due course.

 

Public Speaking

Mrs. Meadley thinks the pipe which crosses the road from the Church may be blocked.

Cllrs. M. Turnbull and J. F. Robinson will check the pipe.
