Minutes of meeting held on 10th June 2008
The minutes were accepted with the following amendments.
Under the item Wayleave Payment, the words 'across his field' was changed to 'in the centre of the village'.
Under the item Public Speaking, the words 'Yorkshire Water' in line four was changed to 'Environment Agency'.

Village Hall Grant
A cheque for £2,500 for grant work to the exterior of the Village Hall has arrived and been banked. The work can now go ahead. It is anticipated this will be completed within 3 weeks.
Cllr. R. Newsam and Cllr. P. Payne has met with Phil Hiscott on site to discuss speed signing in the village. It was suggested by Mr. Hiscott that red signs be painted on the road surface, dragons teeth and repeated 30mph signs be marked on the road throughout the village. An email with these proposals has been received and it was agreed by the Council to accept this.
A letter had been received prior to the on site meeting refusing our request for a reflective speed sign. Cllr. R. Newsam suggested approaching the gas site at Easington asking for help with this.
The police are currently looking into starting a project to reduce speeding through the villages.
Cllr. J. F. Robinson has made enquiries as to whether Insurance Companies could find redress for the flooding claims from Yorkshire Water. In a court case Medoc v Thames Water it was ruled that utility companies are excluded from being responsible for damage through flooding.
Andy MacLachlan of Yorkshire Water wants to block off the side of the new pipe on the waste side. It was agreed to ask him not to do this as the new system works well as it is. In flooding conditions it will take any overflow from the plant. Andy MacLachlan is coming to see it working in normal conditions.
Gully at Stamp House
Cllr. J. F. Robinson has had an on site meeting with Highways Department. They have agreed that his idea is feasible and work will commence in 7/8 weeks to put a pipe across the road from the gully directly into the 12" combined sewer outside Burstall Garth. This will give excess water a priority route away from vulnerable properties.

There were no declaration of interests.
Village Hall Lease
Cllr. M. Turnbull has gone through the revised lease with Cllr. L. Payne. Possible amendments have been suggested by Lockings. These will be gone through in detail and any further amendments made. When the details are agreed the Lease will be brought back to the Council to final approval.
Plans are moving forward to set up a committee from the whole of the estuary parishes. This will include MPs for each of the regions.
The final draft of the Questionnaire has been approved and is with the printer. The printed version should be ready within the week. Arrangements will then be made for volunteers to distribute the Questionnaires to all the residents of Skeffling. Distribution will take place on the weekend of 12/13 July. Completed questionnaire will be collected on 20 July.
