Matters Arising

Major Acre

This matter is still pending.


Set Back

Helen    Richardson   and    two   other   officers   from   the   Environment   Agency   met   with

Cllr. J. F. Robinson and Mike Peeke of the Highways Department last week.  It was agreed to jet out all drains around the Church and make sure they were all in good order.  They also agreed to flatten and level the tyre ruts at the Humber bank which their lorries made.

Area Forum

It was proposed that Cllr. P. Payne be the nominated representative of Skeffling Parish Council on the Area forum.

Renewable Energy/Village Hall Heating

It was agreed that Items 8 and 9 of the Agenda be incorporated into the discussion, as the items are related.

An application has been made for a grant from the Langeled Rural community Development fund. Cllr. J. F. Robinson had a meeting today to discuss the outcome of the grant.  There were a total of seven applications for grants in all.  We were one of the successful applicants and granted the sum of £12,000.  This will include heaters, fittings, etc., plus insulation in the roof.

Karen Wood from Leader+ Team will give us £5,000.  This leaves £10,000 to find to complete funding for the project.  It is hoped this could come from the DTI. Prior  to  applying  for  a  DTI grant  we  must  register  our  interest  with  them.

Cllr. M. Turnbull proposed we register our interest immediately, and apply for a grant from the DTI fund.

It was agreed Cllr. J. F. Robinson continue with applying for the grants and the organisation of the project.  The whole project must be completed in one year to qualify for the grants.  This will include applying for planning permission as well as completing the work.

It was suggested a field trip be made to view the wind turbine on a farm in Newbold, and, if possible, a video be made so that everyone in Skeffling can see for themselves how it will look and sound.  It was agreed that in view of the constant warnings in the media of global warming, this was the way forward.  In using a wind turbine to provide power to the Village Hall we would, albeit in a small way, be helping to protect the planet.

It was also agreed that a renewable energy low carbon fund suitability survey be made on site to make sure our plans are viable before we go ahead with the grants and planning, etc.  The survey will cost approximately £200.

Humber and Wolds Rural Community

Graham Betts and Margaret Kirk have been asked to meet with the Village Hall committee and members of the Council for information and advice on charities and village halls.

Graham Betts, of the Village Hall Advisory Service will survey the village hall regarding disability equipment, access, etc, and general compliance with health and safety regulations.  It was agreed we ask Graham Betts to give us the benefit of his advice on the facilities and the running and maintenance of the village hall. Cllr. P. Payne and Cllr. L. Payne will spearhead this and report back to the Council. This will entail talking to Graham Betts about the present facilities at the village hall and any negative aspects which should be rectified.  He is also in a position to give us legal advice.


Skeffling Parish Plans

Cllr. J. F. Robinson has had plans of the Parish laminated at a cost of £33.14p.


Planning Permission (06/04723/PLF)

A planning application by Mr and Mrs. Douglas for the erection of a conservatory to the rear of 6 West View, Chapel Lane, Skeffling, has been received.

Application No:  DC/06/04723/PLF/EASTSE

This was passed with no objections.

Public Speaking

Mrs. Beadle asked where the wind turbine would be sited.  Cllr. M. Turnbull replied that nothing had been decided, and the site would depend on the results of the survey.
