The minutes were accepted as an accurate account.

Matters Arising

Yorkshire Water

Cllr. M. Turnbull has spoken to James Robinson of Yorkshire Water, who said  all the records relating to the hedging have been lost.  He has asked that we write to him outlining our proposals.  This problem has been outstanding for many months now, and the hedging must be planted during the next three weeks.

Cllr. P. Payne  reported  that  mixed hedging of indigenous species would cost £80 for 25 metres.

Cllr. M. Turnbull proposed that: "…the Council buy the hedging, do the work, and bill Yorkshire Water for the costs".

Seconded:  Cllr. P. Payne

Vote:  carried unanimously


It was further agreed that Cllr. P. Payne would get the mixed hedging and the work be carried out immediately.


Declaration of Interest

Cllr. R. Newsam declared an interest in the item on Planning Permission.


Set Back

Cllr. J. F. Robinson has spoken to Philip Wynn.  The Environment Agency are approaching farmers with a view to buying land. It was confirmed that Set Back will not happen for 5/6 years.


Play Area

The matter of the grant is still pending.  We are still waiting for quotes for insurance and until this is done we cannot go ahead.  It was suggested that a letter be written to the Hydro Langeled Project asking for a contribution towards the play area.  The project will require funding in the region of £7,000.

Annual Audit

A letter has been received from the Audit Commission reducing the Audit Fee for 2003/2004 from £141 to £58.75p.  A cheque was raised for this amount.

Enquiries are being made regarding insurance on the play area and public liability.


Streetscene Walkabout

There is to be another review of Skeffling by the Environment Agency and the Highways Department to assess any necessary work to improve the village.  A letter will be received during the next few weeks outlining the proposed visit.  It was agreed that Cllr. P. Payne organise a 'walkabout' of Councillors prior to the official visit.


Cllr R. Newsam left the meeting prior to the next item.

It was agreed that the plans be passed with no objections.
