The minutes of the meeting were agreed as being an accurate account.

Matters Arising


A letter has been received from Stan Larard following the Streetscene walkabout on 13th January.  A list of work to be done was attached. This work is to take place towards the end of March.  All the requests made by the Council are to be carried out, except for the litter bins which must be funded by the Parish Council.



At the  meeting  attended  by  Cllrs.  J. F. Robinson  and  R. Newsam, they were told that Alan Barker is not now available by telephone, although there is a "red phone" telephone number in case of emergencies.  Any other problems are to be put in writing.  The clerk was instructed to write to Alan Barker asking why he has not replied to our letter explaining why we were so badly let down over the Land Registration query.  As subscriptions have increased quite substantially it was felt we were not getting the support and help we have come to expect, The next meeting of ERNLLCA is at Hornsea on the 13th April.


Council Vacancy

Following   official   sanction   from   ERYC  that  the  Council  can  co opt  to  fill  the  vacancy,

Cllr. M. Turnbull proposed that Mrs. Lynda Payne be co-opted onto the Council.

Seconded:  Cllr. S. Rollinson

Vote:  Carried unanimously

Mrs. Payne then took her seat on the Council.


Skeffling Village Hall Grant Application

The grant has been approved.  The cladding materials will arrive this week, and the windows at the end of next week.  Preparatory work has already been done, and as soon as the materials arrive the main work will begin.  It was agreed that the Parish Council pay for all the materials by cheque as and when necessary.

Election Expenses

An invoice for £81.28 has been received from ERYC in respect of charges for the non contested election on 1st May 2003.  After a long discussion the clerk was instructed to write to Corporate Billing stating the disquiet of the Council at the way this has been handled by ERYC.  The main concern was that it took 8 months for this Invoice to be issued, giving us no chance to include the charges in the precept.  As a result the cost of the non contested election has not been budgeted for.


The Insurance Partnership

The Public Liability Insurance is due for renewal.  A cheque was raised for £105.84  It was noted that the premium is lower than last year.

Yorkshire Water

Cllr. M. Turnbull has spoken to Judith Anderson to report that the filtration plant is still not working.  Yorkshire Water are worried about the situation and will meet with Cllr. M. Turnbull and Cllr. J. F. Robinson to sort out the problems.  It was suggested that a list of complaints  be drawn up to be presented to Yorkshire Water.  Cllr. J. F. Robinson would like to see a print out of how the pump at the crossroads is operating, and if it has been operating to Yorkshire Water's satisfaction since it was commissioned.  Cllr. M. Turnbull is to enquire about this.

Set Back

Cllr. R. Newsam is to liaise with Welwick Parish Council to find out their feelings on the matter so that a consensus of views can be established before making a statement to the Gazette.
