Matters Arising

Parish Plan

The grant application has been submitted and we should know if it has been successful in the middle of January.  The procedure takes about 10 weeks.  It was agreed that a Public Meeting be held on Wednesday, 9th January at 7pm at the Village Hall.  Karen Wood will give a presentation explaining the Parish Plan with the aid of a slide show.   The event will be well publicised and everyone in the village will receive notification of the meeting.


Environment Agency

The Environment Agency have cleaned the dyke at Stothard's Yard.  They have also taken mud and debris out of the clough and it is their intention to eventually get the sluice gate working efficiently.


Yorkshire Water

At the meeting with Yorkshire Water on the 15th November the matter of land surface water was discussed fully.  Ways were discussed for the water to bypass the sewage plant.  It was suggested the Parish Council apply for the emergency funding of £5,000 from East Riding Council. This will be used to purchase a pipe to take water from the dyke running behind the Village Hall to bypass the sewage plant entirely.  Andy McLachlan is applying to his department to place a manhole at a suitable site as an inspection hatch for the pipe.  This will increase the capacity of water flow by 260% of its present rate.


Declaration of Interest

There were no declarations of interest.



Following the letter to the Audit Commission asking them to reconsider their Invoice they have agreed to reduce their fee for the 2006/2007 Audit from £358.38p. to the normal amount.  They will be sending a credit note to cover the reduction. The Precept was discussed and it was agreed to set the Precept for 2008/2009 at £1,100.  An increase of approximately 3% which is in line with inflation.

Emergency Preparedness Plan 2007

East Riding are to review this plan and ask for views from Parish Councils.  This was discussed at the recent Area Forum meeting.  Cllr. P. Payne told the Forum he felt the East Riding of Yorkshire Council was trying to relegate responsibility to Parish Councils who do not have the necessary resources to take on this responsibility.  The representative of Burstwick Council agreed.

Cllr. M. Turnbull said we cannot accept this in its present form as local councils are not able to cover the work of East Riding.

It was agreed to write to East Riding regarding the present form of the plan as we do not have the resources and are ill equipped to deal with a major incident on our own.


Traffic Calming

A letter from OCTIP has been sent to every house in the village.  Stuart Haywood, Chairman of Easington Council is organising a meeting with the Regeneration Group about traffic calming during the current work being done at the gas site in Easington.  People should be vigilant and take vehicle numbers of vehicles driven badly or speeding which can be reported.

Area Forum Meeting

Mike Ball gave a presentation at the meeting.  16 metres of land has been eroded from the coast.  There is a document being repaired informing local parishes of plans and information on the future.



The only correspondence were items to be read and noted for information by the Councillors and circulated via the monthly folder.


The meeting closed at 8.50 p.m.
