 3.   Declaration of Interest  -  The Parish Councils (Model Code of Conduct) order 2001.  To record any declarations of interest by any Member in respect of items on this agenda.

 4.   Proposed flooding of 1,000 acres to the south of Skeffling.

 5.   Race Relations (Amendment) Act 2000

It is proposed that…  "Skeffling Parish Council acknowledges the general duty placed upon it by the Race Relations (Amendment) Act 2000.  the Council will continue within its functions and policies to have due regard to the need to eliminate discrimination, promote equality of opportunity and promote racial equality between people of different racial groups".

The minutes of the meeting were agreed as being an accurate account.

Matters Arising

Listed Building Status

We are still waiting for a reply on this matter.

 

Litter Bins

Cllr. J. F. Robinson has been told that the promised litter bins will not be provided as there is no money for them at this time.

 

Recycling Bins

There has been no progress on this.  We are still waiting for a site viewing.

 

Holstock

This has been repaired temporarily.  Any further repairs will be done when money is available.

 

Manorial Deed

Cllr. J. F. Robinson has had discussions with Richardson's, the printers, regarding the copying of the Manorial Deed and Local Map.  These will be scanned and put on CD.  To scan the items would cost £75 plus VAT.  Printing the Map would cost £17 per copy, and the Manorial Deed would be £3 per copy.  Cllr. J. F. Robinson proposed we scan both documents.  The total cost for 10 copies would be approximately £140.

Flooding of 1,000 acres

After a lengthy discussion it was agreed that we need more information.  Following receipt of a letter from Miss Clappison, clerk of Welwick Parish Council, Cllr. M. Turnbull will contact her with a view to a meeting to discuss the matter further.

 

Race Relations (Amendment) Act 2000

To comply with the regulations regarding the Act, it was proposed that… "Skeffling Parish Council acknowledges  the general duty placed upon it by the Race Relations (Amendment) Act 2000. The Council will continue within its functions and policies to have due regard to the need to eliminate discrimination, promote equality of opportunity and promote racial equality between people of different racial groups".

Freedom of Information Act

After the relevant forms had been discussed and the contents approved, it was agreed that we adopt the PARISH COUNCIL MODEL SCHEME.

Vote:  Carried unanimously

 

Since the meeting a letter has been received from Graham Smith, Deputy Information Commissioner,  FOI, accepting the scheme as being an appropriate scheme for our organisation. It has been approved for a period from 28th February 2003 to 28th February 2007, after which it must be renewed.

 

Any Other Business

The Council was reminded that the Precept would be discussed at the January meeting, along with any claims for expenses.

 

The clerk requested that a local Council clerk's guide book be purchased.  This item to be placed on the next Agenda.
