Minutes of meeting held on 6 July 2010


The minutes were accepted as an accurate record with the following amendments:-


Matters Arising - Public Speaking - should read:- Cllr. J. F. Robinson has checked the pipe which crosses the road between Paradise and the west side of the road and it is not blocked.  The situation will be checked regularly.


Village Hall Lease - should read:-  The Lease has now been signed by both parties.  By virtue of the Trust Deed the Village Hall Management Committee now has charity status.

The rest of the item is deleted.

Matters Arising

The Piggeries

A letter has been sent to Anthony Devey regarding the Piggeries.  There has been no reply to date.


Winsett's Track

An objection was made before 8th July.  The Inspector wants a private hearing with the objector, the land owner and the Inspector to try and resolve the problem.  If this is unsuccessful the matter will go back to the Inspector and will take another 2 years to reach a conclusion.  Cllr. M. Turnbull suggested we contact the objector, Michael Jackson, to talk it through and come up with a decision.


Planning - Windy Nook

The planning application for a radio mast has been refused by East Riding of Yorkshire Council.


Declaration of Interest

Cllr. Lynda Payne, Cllr. Mike Turnbull and Cllr. James Robinson declared an interest in the item Village Hall Lease.  Cllr. Payne is the Chairman of the Village Hall Committee, and Cllrs. Turnbull and Robinson are co-opted members with a specific interest in the Wind Turbine.


Village Hall Lease

Following a detailed discussion Cllr. R. Newsam proposed that the Parish Council donate the sum of £918 for the legal fees in setting up the Village Hall Lease.

Seconded:  Cllr. J. Sizer

Vote:  carried unanimously


A cheque for £918 will be sent to The Village Hall Committee.


Parish Plan

At the Regeneration meeting held on 22 June it was agreed that one item would be dealt with at a time.  It was agreed that a consolidated approach be adopted with all the villages.  East Riding of Yorkshire Council  said they are going to look at the Parish Plans for the villages in the area. The next meeting is at the end of September in Skeffling.


Flood Defences

It was agreed that a letter be written to Nicholas Ward of the Environment Agency saying that the penstock needs lifting and maintaining.  Mud is building up again and needs clearing out.  It has not been done for two months.  The Environment Agency did promise, as per their letter of 15 May 2010  that they would check and maintain this weekly.  It is felt that a monthly inspection would be adequate.  The gear box pinning has not been set properly.  We have a fully qualified engineer in the village who can rectify this if the Environment Agency are agreeable. The problems with the sluice gate has never been sorted out properly and the current  work needs to be done urgently.



There have been changes to the bank account since Santander took over.  They do not affect us.
