After further negotiation with npower Cllr. J. F. Robinson has had the administration charges reduces from £400 to £130 + VAT. This has now been paid. The street light at the crossroads has been disconnected by npower, this will be reconnected by the Parish Council in due course. The final bill from npower for April 2010 to March 2011 has been received. This totalled £100.28p. It was made up of £98.93 for Administration charges, and £1.35p for energy consumption. This bill has now been paid. (Amendment: The cheque has been raised but held back until the final bill, as promised by Nick Hughes of npower, has been received.)

Planning Meeting at Hedon - 14th March
Cllr. J. F. Robinson attended the meeting at Hedon on 14th March. Unfortunately, he did not have the opportunity to question the full committee on their policy of altering comments letters before putting them before the Planning Committee as the Agenda was cut short before reaching the relevant item where this could be brought up. The meeting was then brought to a close. Cllr. J. F. Robinson did question Mr. Ashcroft and Mr. Ellis afterwards and was told the letter received from Skeffling Parish Council had not been shortened or altered in any way. When checking the East Riding of Yorkshire Council website later Cllr. J. F. Robinson found this statement to be untrue and our letter had been altered. Mr. Ellis assured Cllr. J. F. Robinson he would look into our concerns. To date we have heard nothing on this matter from Mr. Ellis, so the matter remains ongoing.
Work to the playground has been started. The fences have been removed and volunteers will be approached to complete the work.
We have been approached by SmartWind requesting our views on the proposed new turbines. They have asked for our comments by 30th April. After a detailed discussion the Parish Council have no objections to the turbines, but are concerned that the length of the cables will cause some problems as they go through Skeffling. Construction traffic has caused problems in the past and even though promises have been made to clean up afterwards East Riding of Yorkshire Council have never kept these promises. One of the problems we have found is the rubbish being thrown from the construction traffic which litters the verges. We also have concerns about the extra amount of heavy traffic speeding through the villages.
The insurance premium for the year April 2011 to April 2012 is £520.91. A cheque was raised for this amount.
A dispute between Mr Barbour of Stamp House and Mr Dosdale of Plum Tree Cottage has been brought to the attention of the Parish Council. This concerns the loud playing of musical instruments which is disrupting Mr Barbour's peace. Mr Barbour has reported the problem to East Riding of Yorkshire Council who have written to Mr Dosdale regarding the noise. There have also been complaints of constant barking by Mr Dosdale's dog which has been reported to East Riding of Yorkshire Council in the past. This is an ongoing problem which affects close neighbours and people passing the house. There is nothing the Parish Council can do to rectify this matter on behalf of Mr Barbour. His only recourse was to contact East Riding of Yorkshire Council and ask them to deal with it. This he has done.
The dyke in front of Old Hall has begun to silt up again. This was cleaned out 4 years ago and now needs cleaning again. This is just general maintenance. It was agreed the matter be brought up during the Streetscene visit.
A letter has been received from East Riding of Yorkshire Council regarding salt bins. They are compiling an up-to-date register and have asked for the location of the salt bin and details of where we purchased it. Cllr. J. F. Robinson will ring them. A letter has been received from the Planning Inspectorate regarding Winsett's Track. The alterations have been agreed. The width of the track will be 4 metres. The measurement to be taken from the edge of the dyke. No motorised vehicles will be allowed on the path. There is now a 3 month period beginning on the 29th March 2011 for any objections to be made.
